President Bola Tinubu, yestrday, Wednesday, August 19, 2026, ordered the immediate preparation of a comprehensive National Threat Assessment and a rolling five-year Strategic Defence Operations Plan to strengthen Nigeria’s security framework.
Announced during the Federal Executive Council (FEC) meeting in Abuja, the directive establishes a high-level committee given a strict 90-day mandate to deliver the strategic blueprint.
The primary goal of this initiative is to create a unified, coherent national framework that eliminates inter-agency gaps and optimizes responses to terrorism, banditry, and kidnapping across the country.
Major General Adeyinka A. Famadewa (Rtd), the President’s Special Adviser on Homeland Security, will coordinate the exercise and provide secretariat support.
The 11-member high-level group includes National Security Adviser Malam Nuhu Ribadu, Minister of Defence General Christopher Musa, the Service Chiefs (Army, Navy, Air Force), and the Directors-General of the DSS and NIA.
The National Threat Assessment will map and rank Nigeria’s primary security hazards based on urgency.
The five-year Strategic Defence Operations Plan will establish clear milestones, identifying necessary forces, equipment, and logistical needs for various theatres of operation.
It will formally evaluate existing shortfalls in military hardware, manpower, and technology.
Once approved, the strategy will dictate Nigeria’s multi-year defence budgets, ensuring national resources align directly with prioritized operational needs rather than fragmented purchases.
The President emphasized that recent operational successes—such as the coordinated inter-agency rescue of abducted school children and teachers in Oriire, Oyo State—prove that real security gains occur only when defence, intelligence, and civilian security platforms operate under a single, unified objective.
